Zelensky States Absence of Explicit Defense Guarantee from Partner Nations
President Zelensky has stated that European allies have failed to provide solid assurances that they will defend Ukraine in the event of a future Russian attack.
"I continue to pose this critical question to all our partners and I have not received a clear, unambiguous answer yet," he told reporters on midweek.
His comments come a day after the UK and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is reached.
However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.
Details of the Paris Talks
After the Paris talks, which included some three dozen nations that form the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to deter future invasion, while French President Emmanuel Macron later said thousands of troops may be deployed.
Partner nations suggested that the United States would take the lead in monitoring a truce. But the central sticking point of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
Moscow has not yet commented on the announcement made in the French capital.
President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces now occupies about 20% of Ukraine's land.
Zelensky's Shifting Tone
The UK Prime Minister characterized the joint statement as "a vital part of our dedication to stand with Ukraine for the foreseeable future".
He added: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's military for the years to come."
The Ukrainian leader praised that agreement as a "huge step forward".
Twenty-four hours afterward, however, he seemed more cautious.
"I see the will, the political resolve, and that the partners are ready, and the partners are ready to give us robust economic measures, strong security guarantees," he said when questioned if European countries would defend Ukraine.
"But as long as we don't have such security guarantees - legally binding, endorsed by legislatures, supported by the United States Congress - this question remains unresolved. And even if they do, you still have to rely first and foremost on your inherent capabilities."
Persistent Challenges and Fighting
The Paris talks were also significant due to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
One envoy stated the allies "mostly completed" their work on agreeing security protocols.
Last week, the President indicated a settlement was "ninety percent complete".
Territorial concessions and security guarantees have been at the forefront of outstanding matters for negotiators.
The Russian leader has consistently stated that Ukrainian troops must withdraw from the entirety of the Donbas region or Moscow will take control, dismissing potential concessions over how to conclude hostilities.
The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could withdraw its troops to an agreed point - but provided that Russia did the same.
Moscow now holds about 75% of the Donetsk region, and some 99% of the adjacent Luhansk region. The pair of oblasts form the Donbas industrial heartland.
It has been intensifying attacks against Ukrainian cities - particularly targeting energy infrastructure. Moscow is also achieving slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at objectives inside Russia with unmanned aerial vehicles, albeit with more limited success.
